くま！这次是有关上次国际动画日的活动。请相互转告亲朋好友。

国际动画协会ASIFA和Toon Boom 动画公司真诚邀请全世界各地的动画‘志士’参加国际网络动画大赛。
参赛影片要求：
需无对话，主题限定为《全球变暖》，影片长度不能超过2分钟，大小不能超过5M，一切网络动画格式均可参赛，游戏不可（具体相关内容请查看英文规则）。

截至日期：
9月24日。

参赛方式：

评选程序：
初选由ASIFA的各国代表根据参赛影片数量甄选出5到10部动画，复选于定于11月15到 21日间，将在Toon Boom的官网上由全世界的网友投票选出最终的3名获胜者。

奖励方式：
胜出的3部影片将在11月28号的国际动漫日于全世界各地举办的活动中展播，动画作者将获得价值近10000RMB的2D动画制作软件 Toon Boom Solo （详情请查看：http://www.toonboom.com/products/solo/）

Rules of the “International Animation Contest”


Art. 1. Definition
The “International Animation Contest” is scheduled from July 6 until September 24, 2007, with winners announced October 28th. The event is co-organized by ASIFA (International Animated Film Association) and Toon Boom Animation.
Art. 2. Eligibility
Internet movies without dialogue created using Toon Boom Studio, Adobe Flash, Shockwave (.SWF), or other equivalent software packages can be submitted, respecting the theme: "Global Warming". The production date must be between January 1, 2007 and September 24, 2007. If the creation is interactive, Autoplay will be accepted. Games are not eligible.
Art. 3. Technical Criteria
QuickTime (MOV) movies of less than 2 minutes, with a file size not to exceed 5Mo, with a resolution of 640x480 pixels and compressed with the H.264 codec and one still image with a resolution of 640x480 pixels, 300 dpi, PNG Format.
Art. 4. Registration
Between July 6, 2007 and September 24, 2007, participants will be able to enter the contest from the registration form on Toon Boom’s website (www.toonboom.com/contest/international2007)
Art. 5. Soundtrack
If the movie soundtrack has not been created specifically ("pre-existing") for the piece, attach a copyright authorization from the author or producer to the registration form.
Art. 6. Selection
A committee composed of ASIFA’s representatives will be mandated to select the movies and decide of their admission in the final contest. A minimum of 5 and a maximum of 10 movies will be chosen and submitted to a public vote. The evaluation committee will not have to justify its decisions.
Art. 7. Promotion
The authors and rights owners grant to the organizers a non-exclusive, royalty-free license to use, reproduce, and distribute the Image(s)/Clip of their respective films solely for promotional purposes in the printed and online media. They also grant them the right to present excerpts of their respective films, up to 25%, on the various TV channels or other media.
Art. 8. Vote
The selected movies will be posted on Toon Boom's web site and visitors will be able to vote from October 15, 2007 to October 21, 2007.
Art. 9. Winners
The three movies that obtain the highest vote will be showcased online for a year on Toon Boom's website (a link will also be available from the ASIFA website and it's various chapters). Movies will also be screened in different cities during the evening celebrating the International Animation Celebration Day on October 28th, 2007. The three winners will also receive a copy of Toon Boom Solo.
Art. 10. Unforeseen issues and complaints
The contest organizers shall not be liable for any decision that they make related to unforeseen issues and for granting special derogation for requests sent in writing. Participating at the contest implies full agreement with the contest rules, without exception.
