Further evidence comes if the player casts Detect Life to which she does not respond, but she does respond to Detect Dead. She is indeed a vampire according to the game's race classification.
She can usually be found standing next to the Jarl's throne in the audience area. Her house is the Thalmor Headquarters, which seems to only be apparent when you use the console to force her into the marriable faction and get the misc quest to visit your Spouse's house.
If you kill her oddly enough she does not drop Vampire dust.

She first served Torygg's father Istlod and has continued to serve his family since. She had a hand in raising Torygg when he was very young. She is a Vampire.
She has an ominous habit involving Solitude prisoners. According to Ahtar, she periodically takes a "volunteer" from the Castle Dour Dungeons. Melaran makes reference to this as well, noting that one does well to avoid being thrown in the dungeons when she is on a "bad day" as the headsman's axe "may not be the worst way that Solitude Jail prisoners die". While it is left unspecified, it stands to reason that this is her method of feeding.
