foreigners in Japan. Immigrants still make up a mere 1 percent of the Japanese
population-tiny in comparison with the rest of the world, but their impact is
clear. The increasingly powerful outsiders help embolden the strong minority-
perhaps even the silent majority-of Japanese willing to challenge the status
quo.
