That's their style. They try to stray away from the hundreds of 25 year old bald/short-haired macho protagonists that dominate western games as much as they can. And it's a fantasy setting, so they can get away with the crazy designs.

Of course it is. Have you ever heard of host clubs (I think this is what it's called) in Japan? They look just like Noctis and his friends (or rather the other way around), except they're actual people.
